They use false dichotomies where they try to show that one explanation isn't likely and then assume their explanation is the only other one and must be right. Based on Rosie's story, and how leadership works in the Mushroom Kingdom and surrounding areas, it is safe to say that she is most likely Peach's great great great (you get the idea) grand aunt. This doesn't mean that they are or aren't related, just that they aren't directly shown to be related in the game.
